Frank B. Raymond
Dr. Frank B. Raymond III, a native of Virginia, received his baccalaureate degree from Wake Forest University (magna cum laude) in 1962, his MSW degree from the University of North
Carolina in 1965, and his PhD in social work degree from Tulane University in 1971. Prior to entering social work education he held professional practice positions with the Virginia Department of Social Services, the VA Hospital system, the Federal Probation system, the Tulane Medical School and the Louisiana Narcotics Rehabilitation Commission.
Dr. Raymond joined the faculty of the College of Social Work at the University of South Carolina in 1972. After rising through the academic ranks he was appointed Dean in 1980, a position he held until his retirement in 2002. Subsequent to retirement he continued to work on a part time basis at the College until 2007, serving as Director of International Programs. He is now a Dean Emeritus and Distinguished Professor Emeritus at the University of South Carolina.
Under Dr. Raymond’s leadership at the College, enrollment quadrupled and a number of new programs were developed. These included an advanced standing program, three dual degree programs with other disciplines, and a PhD program. In 1980, the College became the first school of social work in the nation to utilize distance education to offer a graduate degree. The College also became involved at the international level during Dean Raymond’s tenure.
Those activities included the development of a study-abroad program for students and social work practitioners, an on-site MSW program in Seoul, Korea, and partnerships with fifteen foreign universities. During Dr. Raymond’s tenure the College of Social Work continued to rise in the national rankings. By the time of his retirement, US News & World Report ranked the College #4 in the Southeast, #29 nationally, and the youngest school at that time to be ranked in the top 50.
Dr. Raymond has been an active scholar. In addition to presenting papers at numerous national and international conferences over the years, he has published extensively. His scholarship has focused primarily on administration, social work education, technology and international social work. He has also published in the areas of program evaluation, corrections, health care, and child abuse. Dr. Raymond has written five books and has published over 200 book chapters and articles that have appeared in leading social work journals.
Dr. Raymond has held leadership positions in the National Association of Social Workers, the Council on Social Work Education, the International Consortium for Social Development (ICSD)
(formerly known as the Inter-University Consortium for International Social Work Development (IUCISD), and the National Association of Deans and Directors of Schools of Social Work (NADDSSW or NADD). He served as president of both NADD and ICSD. He has also
chaired or served on numerous boards, committees, and task forces concerned with human services in South Carolina at both the public and private levels. He remains active in a number of state, national and international professional organizations.
Because of his leadership in social work education and practice, Dr. Raymond has received numerous honors and awards. These have included the SC NASW Social Worker of the Year Award (in 1981 and 1984); the Chauncey Alexander Life Achievement Award from the National Network for Social Work Managers in 2001; the State of South Carolina Order of the Palmetto (the state’s highest award) presented by Governor Jim Hodges in 2001; the Partner in International Education Individual Award for Individual Achievement in Advancing International Social Work Education from Council on Social Work Education in 2010.
